If the child is your relative, then contact Social Services in Florida and ask them how you can do these things either locally or in one day seminars in Florida. Expect to make one or 2 trips to Florida. As far as requirements, if you are a relative, age, marital status and religion aren’t usually considered that strongly. It is usually better for the child (and the state of Florida) if a child is raised by relatives.
If you are adopting a stranger’s child, then I would suggest contacting the agency involved and ask how to do this long distance. Local problems for the classes are usually acceptable if similar.
