I want to plant a new dogwood called red pygmy. It is a florida dogwood which I don’t have to much experence with. What should I do to make this tree a success in my yard?

Depends where you live.
In my area, with occasional hard winters, I would plant it in a place that protects it from winter winds. It also would like part shade. Dappled shade, or morning light, with shade in the heat of the afternoon. Moist but well-drained, fertile soil, slightly acidic, is best.
I love them, and yes, kousa dogwoods are more disease resistant, but that layered, delicate stratified spring flowering is what I like about them, and the kousas, flowering layer, and with the flowers appearing AFTER the leaves come out…it’s just NOT the same plant to me.
Go for it.
P.S. I have heard that the florida dogwood “Appalachian Spring” is a florida variety that is more resistant to the Anthracnose that is becoming a problem for other dogwoods.

I believe a great deal of dogwoods cultivars are under the most common name of Cornus florida, just research you zone for the most successful types for your area. In the mean time you can prepare you soil for your new baby.
I do agree that kousa are great also.
