While I haven’t worked for the paper in your state, I have in other states. I have never known any actual newspapers in the past few decades that allows route delivery by minors, or by people on bicycles. They are all done by adults with a clean driving record, who own a couple reliable vehicles. The routes tend to run around 25 to 40 miles each (though I have seen some routes that are 70+ miles a day), with anywhere from 200 to 500 papers per route, which has to be done in just a few hours.

I did live in Houston for a while and I did not know of any papers delivered by young people or bicyclists, though I suppose it is possible that there could be some small local circulations that might offer such employment. Good luck finding something, though I have my doubts about your chances of finding what you’re looking for.
